Doctor Z is the main criminal genius in Big City. If something criminal happens, it is a safe bet that Doctor Z had something to do with it. The doctor is hyper intelligent and extremely technically and scientifically minded. He stole the alien technology from the government after a very involved plan (season 1, episode 1). Doctor Z used the alien technology to craft super weaponry for use by several of his bone-headed hired minions. He also used the alien components to create his Robots Number 1 and 2, though they are much less effective than R-713 (and much less mature to boot!)
